IEC 62133-2 covers portable sealed lithium cells and batteries. IEC 62619 covers industrial and energy storage cells and batteries. That one split decides which test plan you pay for, so naming the application correctly is worth more than any other line in a certification budget. The question to settle first is not the chemistry, the voltage or the cell format. It is what the product is for and where it sits while it works. A pack a person carries and a pack bolted into a cabinet fall under different standards, even with identical cells inside.
## What does IEC 62133-2 cover?
Portable sealed lithium cells and batteries. The word doing the work is portable. If a person picks the product up and carries it in normal use, this is the scope to check first. Ask your customer which designation they want named on the report before you book anything, because a European adoption of an international standard carries its own number and your buyer may be writing that number into a purchase specification.

Read those two scope words against your own product rather than against a list of example applications, since the examples are how people end up in the wrong test plan. ## How do you decide which one applies?
Answer one question honestly. Is the battery carried by a person in normal use or is it installed and left there? That single answer sorts most products. If the honest answer is both or if you sell the same pack in two configurations, then you have two scopes and possibly two test plans. Say so at the enquiry stage. Correcting a scope after the quote has been accepted is where certification dates slip.
## Where does UN 38.3 fit?
It does not replace either of them. Transport is a separate question from what kind of product you are selling, so most projects need a transport test as well as a product standard. They are often bought from the same laboratory on two line items. Getting a quote for one and assuming the other is included is a recurring way to lose four weeks.
## What does it cost and how long does it take?
No figure appears here, because this guide holds no verified price to give you. The shape of the quote is durable enough to plan with. It moves with the number of samples the plan consumes, the number of variants you need covered, the choice between a third-party certificate and a plain test report and how full the laboratory is that month. Ask three laboratories the same question in writing, with the same sample count. Then compare what each one scoped, not only what each one charged.
## Check the scope where it is written

Before you commit a budget, get the current edition of the standard that applies to you, read its scope clause and put your question to a laboratory in writing. If your customer or your certification body names a specific edition, that beats any general rule written here.
Questions buyers ask before they shortlist
Can one product need both standards?
It can, if you sell the same battery in a carried configuration and an installed one. Two applications can mean two scopes, so raise it at the enquiry rather than after the first test report arrives.
Is the European version the same document as the IEC one?
Not automatically. A European adoption carries its own designation and your customer may want that designation on the paperwork. Ask which one they will accept before the test is booked.
Does passing one of these cover me for shipping?
No. Transport sits under UN 38.3 and is bought separately. A product standard report is not a substitute for a transport test summary and a forwarder will not accept one in place of the other.
Should we choose the standard or should the laboratory?
You choose and the laboratory checks you. Nobody outside your company knows what the product is really for and a wrong assumption at that stage is the one mistake that wastes a whole test plan.
