What to check before you shortlist
What you are shipping decides the packaging before anything else does. A new cell in normal condition, a prototype and a battery that is damaged or defective are three different packing problems at three different price levels. Several suppliers listed here work only on the third: crates tested to ADR packing instruction P911, fire containment boxes and extinguishing granulate.
Two documents get confused constantly. UN 38.3 belongs to the cell or the battery and has to exist before the goods move by air, sea, road or rail. UN packaging approval belongs to the box. Holding one says nothing about the other. A supplier that blurs the two is one to drop early.
Pin down the packing instruction and the transport mode together. A design approved for road carriage under ADR is not automatically usable by air, where the limits are tighter. Reusable steel and plastic systems change the arithmetic: a higher unit cost, a lower cost per trip and a return logistics problem that is now yours.
Germany and the Netherlands hold most of this category, the UK holds a handful and the rest are single companies in one country each. That matters for a returnable pool more than for a one-off order. Each record here carries the source it came from and the date it was checked. None of it says a given design suits your battery. Only a type test report does that.

What makes packaging UN approved?
A type test on that exact construction, done at a laboratory recognised for the work, followed by a marking that encodes what passed. The approval covers the design as tested, including the inner packaging and the closure. Build it with different parts and the mark no longer describes what you shipped. Ask for the test report and the marking string, then check they match the box in front of you.
How do we move a damaged or defective battery?
In packaging built for that case, which is a separate product line. Several companies here make crates and containers tested to ADR packing instruction P911, some with fire containment or extinguishing granulate inside. Expect a heavier and more expensive package, plus a shorter list of carriers willing to take it. Confirm the packaging and the carrier before you book a collection.
Can UN approved packaging be reused?
Some designs are built for it and sold that way, including steel systems and reusable plastic ones. Whether reuse is permitted and under what inspection is part of what the approval covers, so ask for that in writing rather than assuming it. Reuse changes your cost model rather than removing cost. You gain on cost per trip and you take on the return leg.
Does the packaging supplier handle the transport paperwork?
Sometimes, though it is a different service and often a different company. A few suppliers here bundle labelling, documentation and the shipment itself. Most sell the box and leave the declaration to you or to a forwarder. Decide early which party writes the transport document, because that is the piece a carrier checks first.
